Sousa expressed appreciation for CRBC's persistence in production and stabilization of local employment during the epidemic, and recognized the Project's engineering progress and implementation level in overcoming funding difficulties. He stressed the strategic importance of the New Port of Caio in Cabinda as a priority for the infrastructure development in Angola, and noted that the full resumption and early delivery of the Project will have a far-reaching impact on the economic development of Angola and even the surrounding countries.

The Project is located in Cabinda Province, an enclave in the northwest of Angola, and includes the construction of a new offshore container and bulk cargo terminal in the coastal waters, and the construction of a free trade zone and ancillary facilities on land. Upon completion, the Project will become the first deep-water port in Cabinda Province, greatly enhance its economic ties with Angola, thoroughly improve the transit difficulties of cargos in Cabinda region, effectively promote regional economic development, and attract and drive the economic and trade ties between Angola and its neighboring countries.
